Tuduhan Datuk Azhar Ibrahim (Setiausaha UMNO Negeri Pulau Pinang) dan Tan Sri Nor Mohd Yaakob (Menteri di Jabatan Perdana Menteri) bahawa Kerajaan Negeri meminta EIA report untuk Projek Kampung Bagan Serai, Seberang Perai Tengah adalah tidak berasas sama sekali. Jabatan Alam Sekitar tidak meminta sebarang EIA Report dan syarat tersebut tidak dikenakan oleh Jawatankuasa Perancang Negeri (SPC).
Saya telah menyemak rekod-rekod permohonan untuk Kampung Bagan Serai, Seberang Perai Tengah oleh JKP Sdn Bhd. Tanah ini dizonkan sebagai kawasan Perindustrian. JKP Sdn Bhd telah mengikut prosedur memohon kepada Jawatankuasa Perancang Negeri untuk perlingkungan semula dari Kawasan Perindustrian kepada Kawasan Pembangunan Am.
Jawatankuasa Perancang Negeri (SPC) telah meluluskan permohonan rezoning ini pada 20-11-2012 dan disahkan pada 3-12-2012.
Dalam permohonan tersebut, JKP Sdn Bhd telah mengemukakan permohonan antara lainnya membina 330 unit rumah kos rendah dan 704 unit pangsapuri kos sederhana.
Saya ingin menegaskan prosedur permohonan pengezonan perlu mendapat kelulusan SPC terpakai untuk semua pemaju. Ini untuk memastikan pengezonan ini memenuhi kepentingan awam.
Projek JKP ini ialah permohonan pengezonan dari Perindustrian kepada Pembangunan Am.
SPC telah mengenakan syarat tambahan iaitu rumah kos rendah ditambah 400 unit untuk penempatan penduduk-penduduk setinggan di kawasan ini dan baki rumah kos rendah perlu diagihkan kepada pembeli-pembeli bedaftar yang layak mengikut dasar Kerajaan Negeri. Penambahan ini bukan luar biasa kerana SPC sebelum ini juga mengenakan tambahan stok rumah mampu milik kepada pemaju swasta lain.
SPC berpandangan sebagai agensi kerajaan yang menggunakan public fund, JKP perlu menambahkan stok perumahan mampu milik dan bukan kebanyakannya membina rumah kos sederhana.
Saya menyatakan Dato Azahar dan Tan Sri Nor Mohd Yaakob tidak mendapat gambaran sebenar dari pegawai JKP Sdn Bhd dan mengeluarkan kenyataan tersebut yang tidak berasas sama sekali.

Exco man: State did not request EIA report for Kg Bagan Serai project
BUTTERWORTH: The state government has denied asking for an
Environmental Impact Assessment (EIA) report for the Kampung Bagan
Serai mixed development project in Seberang Jaya.
Penang Town and
Country Planning, Housing and Arts Commit- tee chairman Wong Hon Wai
said the Department of Environment (DOE) did not ask for any EIA report,
and the condition was not required by the State Planning Committee
(SPC).
“I have checked the applica- tion records for Kampung Bagan Serai by JKP Sdn Bhd. The land is zoned as an industrial area.
“JKP had followed the application procedure to the SPC to re-zone it from an industrial area to a general development area.
“SPC had passed the re-zoning application on Nov 20 last year and it was confirmed on Dec 3 last year,” he said.
Wong said in the application, JKP had applied to build 330 units of low-cost housing and 704 units of medium-cost apartments.
“I
want to emphasise that the zoning application procedure for all
developers must include the approval by SPC to ensure that the zoning
fulfils public interest,” he said.
Last Friday, Umno leaders lash- ed out at Penang Chief Minister Lim Guan Eng for purportedly delaying the approval of the plan.
Minister
in the Prime Minister’s Department Tan Sri Nor Mohamed Yakcop said the
state had bad intentions in not approving the project, while Penang Umno
secretary Datuk Azhar Ibrahim said the state had set conditions such as
submission of an EIA report.
Wong said the SPC had also imposed
an extra condition where there must be an additional 400 units of
low-cost houses for the placement of residents in the area, while the
balance units have to be distributed to qualified registered buyers.
“The addition of units is not something extraordinary, as SPC had also increased affordable homes by other private developers.
“SPC
feels that as a government agency that utilises public funds, JKP
should increase the number of affordable housing and not just build more
medium-cost housing,” he said in a statement yesterday.
He added that Azhar and Nor Mohamed probably did not get the real picture from the JKP officers.
